Firstly, turn on Wi-Fi and then turn your iPhone into a personal base station via the Personal Hotspot option. Your data plan must have tethered plan added. After you’ve turned it on, you will now be able to connect up to 5 iDevices to sync and interact with each other. Please make sure that your computer and your iPhone are on the same network. The latest iTunes must be installed.
1. Connect your iPhone to your PC via the cable, launch iTunes and check “Sync with this iPhone over Wi-Fi.
2. On your iPhone, go to Settings > General > iTunes Sync.
3. Tap on “Sync Now” in the “iTunes Wi-Fi Sync” Screen.

These instructions are wrong. There's no requirement to enable Personal Hot Spot. Who wrote this? AT&T tring to make everyone enable Personal Hot Spot?
yes, there is requirement to enable personal hot spot….it would depend on your carrier and package……
