If yours is locked to other carriers, you can use the steps here.
If Apple stops signing (making it available for download) a specific firmware version then you won’t be able to downgrade baseband 4.12.01 to lower version such as 1.59.00, 2.10, 3.10 or 4.10.01. Currently there’s no method of unlocking or downgrading baseband 4.12.01.
The only possible alternative is to replace the modem firmware chips. See here.

Unlock an iPhone Out of Contract with AT&T
Locate the iPhone IMEI number and make a note of it:
Tap Settings then tap General
Tap “About” and scroll down to find “IMEI”
Call AT&T either by dialing 611 from the iPhone, or call 1-800-331-0500 and then dial 0010 to immediately speak to a representative and skip the hold time (International users dial 1-800-335-4685 )
Request your iPhone to be unlocked, provide the IMEI number of the device, and then wait for the instructions to be emailed to you
AT&T will initiate a request to unlock the iPhone and then you have to restore the iPhone through iTunes to complete the device unlock. With the device unlocked, a micro-SIM from T-Mobile or other compatible networks will now work in the iPhone.

unfortunately, it's not applicable to my case, mine's just a hand me down, country not under at&t (have to make it an openline too)..but thank you..appreciate it..will wait for the unlock solution..thanks again..

Just called and set up my unlock through At&t. Apple is unlocking out of contract iPhone's through itunes, you just have to have At&t send the request for you.
